From March 1999, JCSE adopted a public review procedure. The scheme has a number of advantages, including the possibility for the development of papers after they have been published (but without losing the permanence of a Journal of Record), a more open review process, the recognition and recording of contributions made by reviewers, and the general fostering of scientific discussion.
1. The papers will be published in pre-print form as soon as possible after
submission. In the past this has been offered as an option, subject to
acceptance by the submitting author. This will become the only method of
initial publication.
2. The pre-print will include a mechanism for anyone to submit comments on the
paper to the Editor. Subject to acceptance
by the Editor (primarily to filter out anything indecent, illegal or trivial),
these comments will then be linked to the pre-print. The Editor will also
invite two or three specific individuals to comment on the paper. All comments
will be public (i.e. the name of the commentator will be published).
3. After 3 months, the paper and comments will be subject to a review by the
Editor. If the comments on the paper appear to be substantial, the Editor will
require either the revision of the paper or its withdrawal. Whether or not the
Editor requires revision, the author(s) will have the option of revising the
paper in the light of the comments. If the paper is revised, it will be open
to further comments, and the original commentators will be invited to consider
whether their comments have been answered.
4. If a revised paper is still the subject of substantial comments the Editor
will require withdrawal or further revision. The process of revision and
review could, in theory, repeat indefinitely, but in practice a paper would
normally be required to be withdrawn after one or two attempted revisions.
5. Once the paper has been reviewed with no substantial comments, the
pre-print will become the permanent paper. Whenever the paper is revised,
comments prior to the revision will be removed to the archive (see below), but
all subsequent comments will remain attached to the current version of the
paper.
6. The option will remain for further commentary on the paper, and for the
author(s) to add their own answers to comments posted by others. Authors may
also choose to submit a revised version of a paper at any time after it has
become permanent. Note that JCSE remains a Journal of Record, despite the
ability to revise papers, since the previous version will be available for
consultation in the archive. Substantial changes to the paper (defined as a
significant increase in the information presented or a significant change in
the interpretation of that information and subject to final decision by the
Editor) will be treated as a new submission, and given a new paper number. The
previous version of a paper that has been treated as a new submission may be
withdrawn to the archive and replaced by a link to the new paper.
7. All transactions (papers that have subsequently been revised and comments
on these papers) will be retained as archives attached to the final paper, and
will be accessible to all readers. All transactions (whether the final paper,
comments to that paper or anything in the archive) will normally be
irrevocable. If a paper is withdrawn, all records will be deleted from the
archive.
